The OECD’s historical study identifies the plenum’s reform directives in its chronology. A historical policy reference should not be converted into an unsupported percentage contribution to all later growth.
Evaluating an account#
Separate the announcement of a policy, its implementation and a measured result. For a causal claim, look for the study’s method and comparison rather than assigning an invented share to one policy. Retain the year of any economic statistic.
